Our board tries to use consensus decision-making. We talk and talk and talk until finally everyone agrees. Is this the right approach?

Consensus does not mean unanimity or total agreement. Neither does consensus guarantee that everyone gets his or her choice. However, each person must feel that they have had adequate opportunity to be heard. Each person in the group must believe that the decision was fair, even if they do not agree with the outcome. It is significant to note that once a decision has been made by the board, the entire board must support the decision to the broader community.
